The artist is Meanae, who used to be a recast promoter until she started sculpting, and who still maintains a recast master list and participates in recast forums.
I didn't know if she has changed her mind about recasts; I hope so--it's sad that "until it happens to them" people don't realize how hurtful recasts are.
